Looking north up the High Line near W. 23rd Street and 10th Ave. in New York City on a Saturday afternoon in early spring.

The High Line, built an old New York Central Railroad elevated line, has attracted hordes to the Chelsea district since it opened in 2009, and it has also drawn real-estate developers like flies to honey. New buildings have mushroomed up on either side of it. In this view, looking north from West 23rd Street, Neil Denari’s innovative HL23 building of 2011 bulges over the park, giving residents a view down onto the people walking below. This strategy for gaining space above a small footprint resembles the BLUE building on the Lower East Side
